Spenser Kamps, VP of Legislative Affairs for the Homebuilders Association of Central AZ testifying in favor of passing HB 2758. Not surprisingly his position is decidedly in support of Urban AZ and ignores rural AZ and it’s interests. His position is that they need the water to grow despite what it does to the residents of rural AZ. He works for ADWR.

Stan Barnes of Copper State Consulting. He is the lobbyist for WAM and was in the legislature in the early 90’s and is responsible for the establishment of the transfer aquifers in the first place. Three of the four major aquifers in La Paz County are designated as transfer aquifers. He is responsible for Gail Griffin creating the new legislation to make it possible for WAM to transfer water from McMullen Valley to the suburbs of Phoenix.

Stan Barnes of Copper State Consulting, again, answering question from the Committee members. It is interesting to note that several of his answers are incorrect indicating that he is not very well versed on the Valley or it’s issues regarding water. It is also of note that the Committee members chose to ask a politician more detailed questions about stake holders and the impact this bill would have on the residents of the Valley rather than someone who is actually knowledgeable. A lost opportunity!
